When local delivery is attempted through deliver, you are limited only by imagination and proficency with shell scripts in your processing of the message. The bouncing of mail for expired users is really simple. You might have to keep the user information around in the password file with a "*xpired" password entry (or the equivalent), or in another file with forwarding information, or ...
