It's been fixed.  I don't know how it got that way in the first place.
The README-7.0 now has the correct permissions as well.

Incidentally, read permission has been REMOVED from a number of the
other files.  Hopefully no one cares about retrieving my shell scripts
for the E-mail @MUSH server (and, tough luck if you do; get "deliver").
