The German TOPS group distributes one. I've heard theres one on BIX, and I've been building one of my own. I won't claim to be objective, but most of mine was built after seeing the TOPS one. A few pieces of mine have been distributed (varargs.h, v*printf, link/rename) but in general it's not yet ready for distribution. Some day I may get around to getting it in shape and giving it away.
