Assuming you mean os9/68k rather than the 6809 version, there are
a few around.  The German TOPS group distributes one.  I've heard
theres one on BIX, and I've been building one of my own.  I won't
claim to be objective, but most of mine was built after seeing the
TOPS one.  A few pieces of mine have been distributed (varargs.h,
v*printf, link/rename) but in general it's not yet ready for distribution.
Some day I may get around to getting it in shape and giving it away.

(If you need personalized service, we can discuss my consultation
rates in private.  I recomend getting the stuff I released to pubic
domain from one of the places I left it (compuserve/comp.sources.misc/
comp.os.os9) or from someone that already has it.)
